Edit: I found one just like that in an auction, it's part of a complete set.

Here is info on the Chinese stamp.

The Chinese is 華榮堂制 (华荣堂制) hua rong tang zhi. If authentic, that stamp indicates the porcelain was made in the late Qing to the Republic of China era. This Chinaware was mainly for the overseas foreign market and for people with a high income. In the 80s and 90s the stamp "Not For Food Purpose, For Decorative Use Only" was added to the stamp as for 1972 FDA rules on imported products.
