If I had to guess, I'd say it was a carriage lantern bracket. (it would in my mind be mounted so that the circle was horizontal)

The handle reminds me of a dentist's lamp.

it don't seem adjustable plus i never seen an automotive mirror like it so i am thinking its something else

For adjustability I was thinking the glass was mounted at 3 points inside the frame

Think about today's car mirrors. The outer frame doesn't move. Only the glass
