This piece looks familiar, but what it is escapes me.

At first glance, it looks like a metal slipper. Mind posting more details? I'm curious with it.
 

Can’t really give more details just that it was down 12” in the basement part with some other tools933944DB-783A-488F-AEAB-6CFEF3F21975.webp
 

I can't tell the size, but, maybe a cobbler tool?
 

Like ANTIQUARIAN,I,ve seen one before but can,t recall what or where.cudamark may be on the trail.
 

Does the knob turn or ?
 

Got to clean it up to see if it turns. Found out it’s called a. Alligator wrench. Pat. June 1897
