At first glance, it looks like a metal slipper. Mind posting more details? I'm curious with it.

Can’t really give more details just that it was down 12” in the basement part with some other tools

I can't tell the size, but, maybe a cobbler tool?

Got to clean it up to see if it turns. Found out it’s called a. Alligator wrench. Pat. June 1897
