First glance it looks like a part of a wagon jack. Not for cutting hay, I've seen those, and they don't even resemble your find.

My guess is that it is a homemade tool for cutting corn stalks.

Ever tried to cut a corn stalk? No? You'll need a tool like that one.

Ever tried to cut a corn stalk? No? You'll need a tool like that one.

I would like to give you a like on this, but there is no way to do it, at least right now there isn't. I've chopped corn stalks with a hoe, and that works pretty good, but you are right, someone is using foot power to cut corn or some other garden produce. Roots or something that heavy it wouldn't work, corn it should work pretty good.
