✅ SOLVED Old luggage tag maybe?

Found this at a park near railroad tracks. I've found the exact size and shape as an old dog tax tag but this is obviously something different. Maybe post office? Thanks for any help...

great idea there spats appreciate your idea. I checked and see the Pennsylvania department of education didn't have that name until 1969 though, and I think the tag is older than that. I think you're right about it being a check tag for an umbrella though, maybe the post office or police department ...thanks guys for your input.

That was my original thought too, but I couldn't find the abbreviation anywhere looking through the railroad database. Also, why would it say umbrella on it?

I found this reference that tags were issued by self-check umbrella stands so that you could leave your umbrella at the front of a public building. There must be a photo somewhere of one of these stands but I haven't found it yet-

So we took the big red Ellsworth Street
train and we went to Berkeley, to Wheeler Hall. She had some
business there. I saw her put her umbrella in this little stand
and pull out a bronze umbrella tag, which I thought was a
marvelous invention.

Also, transfer line tags, they took baggage from the rr depot to hotels or to your home
