The only reason I am posting this is because it looks kind of old. The Monitor-Merrimac was known to be in the water where this was found...

Thousands and thousands of lapstrake boats were made with hundreds and hundreds of these things, they are rather common around lakes and maritime areas. They've been used for many years so a true ID would be unlikely.
