This tag looks and feels like silver . It seems that if it was just nickel-plated brass there would be brass showing through the worn areas . any idea on the age ? Thanks !

Very likely "German silver" (nickel alloy containing no silver) and dating from the early 1900's. Here's a similar one from the Combined Registry Co. recently listed for $9.99 (no bids) on eBay:
