so this is either a turtleback scraper or a really great nature-made replica. It is brown jasper, so the material is right... and it is VERY surf tossed, (found on a coastal beach), but i have many artifacts that are. It was found in a spot where I have found many artifacts, (even that same day). Fist sized chunks of all colors of jasper are so common here that you can hardly taker a step without seeing one, but not this shape, or over all smoothness. It is the right size and shape, the right material, but even so, I lean natural. Maybe a core?

You only show one picture of one side, need more pictures, ( should always post pictures of all sides) at the moment only picture posted says natural.
 
I see four distinct knap strikes which appear manmade IMO.
 
backside is not flat or smooth at all

Just my personal opinion, not a scraper or artifact with the pictures provided....
yes, it does not seem functional, but it does have some provocative fractures. it was found along with this other stuff, along with an actual turtleback scraper (center, right top)
