Outside slave quarters...Pohick Creek

I got permission to dig an historical part of Pohick Rd. VA-There is an old mill and slave quarters. Found this, it has a hole in the top making me think it's had a utilitarian purpose? Thought it might have been part of on old buck knife?

How long is that actual piece?

Forgot the scale. Original handle/tool is 4" long. Second is 3"

The hooked piece is making me think of a gate latch.

It seems we see things this shape often on this site. I have a feeling it hooks onto a fence or overhead rope, or metal cable wire for a barn or manufacturing?
