Oval casted item marked France???

Hello all. I found this at an 1840 home here in NC. I have no clue what it is. My buddy found an antique bicycle plug at this site that's oval but not the same as this. It's marked France. Any insight would be appreciated. Thanks!

My guess would be the base for an antique toy figure -- a soldier or something like that. I found this which shows the idea -- though not exact:
