Pair of Small Brass Bells Found Today

Found these two bells today about 3" down at an old park. I think they are brass, look very crudely made. Any idea what they are for? About 2" tall, one is missing the clapper, the other one sits at an angle as the clapper is below the bottom.

Would they be for goats or some small piece of livestock? At only 2 inches tall....

Awfull small for cow bells. They are usually 4 to 5
inches tall and more rectangullar shaped. Jimbob

the common term used for livestock bells is "cow" bells of course they can very in size and design and be used on differant types livestock --goats ,sheep ect --was just trying to give him the use for such an item (maybe). wisconsin is known for dairy (cheese) --thus cows are the first thing that comes to mind livestock wize to me.

They look like the brass bells off an Indian mobile type thingy, that is, as in India
