Its for chickens, usually marked for inspection or vaccination of some disease. Cant remember details at the moment as i was up all night boiling syrup. But it is for sure a chicken leg band

Pigeons are also banded for id purposes with people who fly them. they have modern bands with microchips in them that records when they return to the loft in races.
