Nice looking Point. Yes Pelican Lake imo.
 

In my opinion the notches are too large for Pelican lake, Im`thinking more on Pulaski especially with the nice collateral flaking. Material reminds me of yellow jasper. A beautiful well executed point!

Considering the find location and how it appears in the image I would say it is made of a very good grade of Smoky Hill silicified chalk (SHSC), also called Niobrara jasper.

I’m thinking Besant. Pelican lakes are a corner notch type.
