Since it is hinged, round, decorative, and lightweight, it could be a Victorian era ink well cap. I'm not looking at it in person, but judging by the photos and patina, it appears brass.

Using a pair of calipers the diameter measures exactly 30 mm.

Slightly over an inch would be an okay size for a clip-on earring. Could you measure the depth of the dome. It looks a little thick for an earring, but I really can't tell from the pics.

Also, all the clip-on earrings I've seen and worn had a slightly raised area before the hinge pin, which helps to center the earring and keep it from sliding off. This of course pinches the ear, and I can say it from experience! :laughing7: The OP's hinge area is flat to the back, which would really make a tight fit on the ear. I'm not saying that it's not an earring, but the placement of the hinge would make it awefuly tight.
