Pewter button, with mold seems

Is this just a civilian button, or could it have military ties?
Not much left of it, looks like it could of had some stones in it

Nice looking pewter, split mold cast button. It looks like it may have had a rope around the edge which is typical of British military buttons. The 3 centered dots are throwing me though...if they were towards the top I'd guess 23rd regiment of foot.
