Pick type tool?

I first thought this might be some type of dental instrument, but believe the pick end is too big for that. If this piece was straightened it would measure 5.5 inches in length.
There are a couple of recovery scratches on it that appear brass in color. I have not found any markings on it.

My first thought was "hairpin". Well, hair spike, really. You've seen girls twist their hair up in a bun and stick a pencil or a chop stick through it. This would have done the same job.

It is kind of plain though. Maybe the decoration fell off. Any attachment points on it?
