Found on beach at Outer Banks. Solid Brass handmade. I’m guessing it’s for working with sails and ropes. Any ideas on this tool?

Do your pics show how it came out of the sand? Or did you do a lot of work to get it to this point? Most old brass I've dug in the OBX has been quite encrusted. Interesting find. Congrats!
