Could this be a plate for the end of a gun stock?

Yes, I believe it is. I have found a few of them from British muskets. Usually those would have a regiment or a ''broad arrow'' engraved on them.
 

A picture from the end would help confirm what you found, but from this picture and the shape of the shadow my guess is that you are right.

Is it brass or iron? My understanding is the military butt plates were generally iron and the brass were reserved for the fancier guns, but I am no expert. Hopefully one of the gun experts will chime in with more info.
