Please help with this old metal spike

Hello all. My little one found this on the playground. It's 3-4 inches long. Flat, for all intents and purposes. It is made of some kind of very heavy metal; it's very sturdy. It's been said to be a sickle bar tooth, but the holes in it seem to be a bit different. There are two holes, one elongated and on small and circular. It's a few millimeters thick and very corroded. Thank you so much for your time.

Those are what holds a concrete form together while pouring concrete.
