The inner part is the fossil. It doesn't look so much like a dino egg but more like a coprolite.

no, its not any form or part of a fossil.

My assumption is that it is possibly some type of plant or animal mater that was encased in a mud that hardened and later split.

It looks like it could be an ironstone nodule similar to the ones found in the Mazon Creek formation in Northeastern Illinois. When split in half the Mazon Creek nodules contain imprints of plant, insect, fish, and other interesting items from 300 million years ago.

I'm thinking a concretion that formed around that jumble of small tube worm ( marine fossils ) casings.

More than 50 years ago, my uncle showed me a display of rocks that I may have said "Meh" while viewing. Then the lights went out and the UV came on showing the colors that were hidden in the minerals. This inspired me into a life long love of mineralogy.

I see in this "Rock" the chance to inspire the finders curiosity in Paleontology- so it's not "meh, just another rock."

I would have it checked out at a local geology museum. The roundness and texture on the skin are unusual. I wouldn’t rule out some sort of petrified fossilized egg until an expert chimed in. Could easily see the mess of substance in the middle being a partially developed fetus (bones and whatnot) and the texture on the outside reminds me of a kiwi fruit lol
