Possible mid to late 1800s whistle?(Solved - It is!)

Found this last week and did show it to some on Chat who thought it might be a whistle. There is something similar listed on a Civil War relics for sale site, but it is a Rooster and not a Partridge or Quail. I thought it was lead at first since I dinged the base rather easily, but it might just be some grade of pewter or pot metal, since it is broken the way it is I would lean towards being pot metal.

It is just at 2 inches in height and found at a homestead that was occupied for a long period of time but abandoned around the 1900 era. Most coins found at the site were Large Cents and a Seated Liberty Quarter.

So, the concensus on chat was it might be a broken off whistle?
