Presidential Campaign Brass Button

Found this over the weekend- Stephen Douglas/Herschel Johnson Brass Campaign Button. Found one sold on Ebay for $175, others, like new, listing for over $600. It appears the middle of this item must house those photos in an iron plate of some kind, as mine has rust on both sides.

(1) Any ideas on how to clean/restore the center section?

(2) What do you think it's worth in this shape?

IMO, the tintype center section is destroyed; no chance of restoration.
In this condition, less that $100 since little demand (again, IMO) for a tintype where the picture is no longer recognizable.
