My understanding is they were given out at Shell gas stations from the 1960's through the early 1990's. They were made in both brass and aluminum.

The U.S. mint put presidential token out in the 1950s.
 

We used to collect them back in the 50's....much like the state quarters.
Cracker Jack candy used to have similar presidential coins made from cheap aluminum back in the 1930s or 1940s. Its purpose was to learn a little American history and at the same time getting a toy inside your box of candy.
