PROSPECTING EAST FORK / SAN GABRIEL CANYON OK OR WHAT ?????

Ive seen a multitude of recent (late 2017) videos on youtube and posts on other forums of people sluicing and prospecting on the east fork of san gabriel canyon. I thought that prospecting there was stopped by the forest service when a part of the angeles national forest was declared a national monument back in 2014? Is it still legal?
