Either way is fine. Water magnifies nicely but be warned that chorinated water will gradually disolve your gold. Make sure you use filtered or distilled water.

WOW, I didn't realize that about tap water! I will change to distilled water!

Also I do like the way the flakes "swim" in the water, although when I get enough I will probably display them dry.
