Unlike the VR Crown pad lock cover appearing in a recent thread, the cover I found (pictured below) lacks monarch’s initials and a crown. Does that indicate that my cover was NOT manufactured in England? Or did some of the covers manufactured in England during the 18th and 19th century also omit the crown and monarch’s initials?

Yes it does. After seeing the one you found (VR Crown) I went back and re-examined the one I found and saw neither initials nor a crown - which prompted my questions. If like other brass items, after the War of 1812, companies in the U.S. began to manufacture buttons, buckles, etc. to reduce dependence on England. My gut tells me that this cover falls into that category. That would date to about 1/2 of the artifacts I found at the site so far. That said, I'm still pondering...

I assume the things that look like letters to me on the back side of the object are just well shaped pieces of corrosion/patina?

ncsuwolf, yes I think so. I used a 7x magnifying lens and held the cover at different angles but saw no more lettering or crown. It reminds me of the one pictured below...
