railroad tag ?

found this brass tag in a local park today it has LA-CROSSE and COLUMBUS 249 Via C&NW & P.C. & S.L. RRs. on the front and nothing on the back its 1 3/4 " tall by 1 1/2" wide , i don't know what it is but i like it, any imformation on this piece would be appreciated.

Anybody-I know C & NW stands for Chicago & Northwestern but what does P.C. & S.L. stand for?
