Railroad Tool Find...Flare kit. How was it used? Anyone know?

[biggbill]

And Thanks again! This was a great find...it contained some old flares that had to be thrown out...Does anyone know how this would have been used or mounted? Did it have any other use. It was from the Chicago North Western Railway.

Thanks! Bill
