Top looks like one my mom used to sprinkle water from the soda bottle when ironing clothes. Guess it could be used to water plants as well.
I agree. It was quite common to make an iron work like a steam iron. It is a nice RC bottle too.

That is what my grandma used it for was to sprinkle water on the clothes when she would iron
