Real anchor or just a decoration?

My wife and I were cleaning the woods at the edge of the yard, and found this iron item. It looks like it was once an anchor, but I'm thinking it doesn't look strong enough. It could be decorative. What do you think? Found on outer Cape Cod.

Looks like an anchor but it is missing the arm and flukes.

Part of a reef anchor IMO.

I'm with you - I also don't get the feeling this was an anchor.
At least, not an anchor for a boat.

Looks like a old wreck anchor it doesn’t have flukes because it’s used to get caught in a wreck so you can jig fish overtop of it. This style is easier to retrieve when your done fishing. Usually there is a eye at the long end and 2 pieces of rope are attached 1 to the eye and the other to the ring.
