That looks almost positive to be a Baltimore Glassworks, which would have had the typical anchor just above the word glassworks. Also, note the wavy embossed words, with the thin embossed lines above and below. The base wear is unusually heavy, and looks to have been used a lot, perhaps twenty years or more before meeting its final demise.
