Recirculating Highbanker Question California Regulations Help!

Hello all! I have some private property in northern California with a seasonal creek, I would like to set up a recirculating highbanker setup. Can someone clarify if I was to have a gas pump, not pulling water from the creek and had a settling pond and recirculating system not discharging to the ground or creek would this be legal, or would I need any special permits? Thanks
