That's a good question.....maybe some did but they were quiet about it, because of having to wait a long time for the state to act or not act.
 

the form has been around since April of 2009, so hopefully someone has applied with this form.

The Professional Underwater Archaeologist is the key on this one, as I do not see under the Florida professional Licensing, that Underwater archaeology, or any archaeology is a professional license.

If you read the 1A-31 it explains what a Professional Arch. means They are not implying RPA whom are "not Professional" in fact they are an unethical group of people as well as the ACUA and the SHA and
I will include West Florida Unv. and East Carolina all inexperienced, incorrectly trained, Unethical Archaeologist.
 

(10) “Project Archaeologist” means the professional underwater archaeologist who meets both the Secretary of Interior’s minimum Standards for Professional Qualifications of January 1, 2009, which are incorporated herein by reference, and the specific standards set forth in Rule 1A-31.030, F.A.C.

Rule 1A-31.030 "Qualifications for Recognition as a Professional Archaeologist" of the Register of Professional Archaeologists."

Looking through the numerous documents, they seem to dead end, at one point saying you must be on the register, of which there is none. Using the word "professional" in the title requires a registration, such as Professional Engineer.

Black Duck it looks like you are the first one they have asked to fill out the form. I wouldn't do it if I were you. Good luck.

I was a signature away from applying for subcontractor when Taffi was turning it all over to Brent in 2010, but some of the commitments laid out in the paperwork scared me off (namely the $1,000 commitment should my partner's failing health get in the way - turns out I made the right call).

This form was not among the 68 pages of forms we were presented with.

Is this for a permit directly from the state?

Yes this form is from the State of Florida Historical Resource's
 

I am sure Black Duck is already aware of the Florida State requirements for a "project archaeologist", for others here is a copy and paste from the relevant statute:

1A-31.030 Project Archaeologist Qualifications.
Any permit issued under this rule shall require the participation of a professional underwater archaeologist who shall serve as the project archaeologist. The project archaeologist must meet, at a minimum, the Secretary of Interior’s Standards for Professional Qualifications, as set forth in Federal Register Vol. 48, No. 190, p. 44739, and the following minimum qualifications of training, knowledge, experience and skills with an emphasis on underwater sites, water-saturated archaeological materials, and preservation methods, as evidenced by the project archaeologist’s resume submitted with the permit application:
(1) At least 12 weeks of supervised underwater archaeological fieldwork and 10 weeks of supervisory underwater archaeological fieldwork;
(2) At least two weeks field experience and training in underwater survey technique and familiarity with the general theory and application of varied remote sensing technology;
(3) Experience or training in the recovery and interpretation of both archaeological and archival data and familiarity with the history and technology of navigation and ship building;
(4) Design and execution of an underwater archaeological study as evidenced by an M.A. thesis or a published report of equivalent scope and quality;
(5) For exploration permits, at least one month of experience in the operation of remote sensing devices in a marine environment for the purpose of discovery and evaluation of archaeological resources supervised by a specialist in the use of such devices;
(6) For exploration permits, at least three months of experience in a supervisory or independent role; and
(7) For recovery permits and exploration permits involving recovery of archaeological materials, at least eight weeks of supervised training in the general theory and application of stabilization and conservation methods as they pertain to waterlogged materials.

Hello Tammy. The reason this form wasn't included is because the current leases already have the rights of recovery. This form would be for new recovery projects.

Yes I said that, and it still stands true, the State of Florida is jeopardizing these artifacts and are negligent by not moving forward with our permitting in a timely manor,

I thought you may have some news we are not privy too
 

I have to admit I'm curious if France's claim was initiated by any of Florida's state officials similar to the Sea Hunt case of the LaGalga.

Sure it was Ken Detzner and Tim Parsons in Fact Tim went to France on Florida tax dollars dine, sent by Living Ken Detzner Sec Of State of Florida
