Reins Guide?

Good Afternoon Everyone,

I recovered this item from a farm site dating from the 1850s in central Georgia. My first thought was reins guide, but most of the examples I have found have been circular or oval shaped. I was hoping for some expert opinions. Thank you and stay safe.
