I posted this in the What is it forum as well. I picked up a bag of junk jewelry for $8. Not much in it really, but I figured I had a better chance than with a lottery ticket. There was an earing, 1.3 grams of 14k, so that more than covers the bag. Then there was this buckle. Anything I found that resembled it was a post civil war buckle.

The information that I can find says Ridabock & Co. was in business from 1883 until 1975.
 

Yeah, that's why I was having trouble finding a match. All the others I've seen have the lines or rays at the top. This reply is from the what is it forum:

I didn't find your maker but I found an example of your plate. In "American Military Belt Plates" by O'Donnell and Campbell on page 544, plate 917 seems to be like yours. According to the book it is an officer's plate from 1900 to 1920.
