seems to be bronze front weighted lead/pewter back the back loop is whats throwing me .picture a "hot rod hood scoop'' but open on both ends for strap or something

Looks like an old bolo slide to me.

Dusty-tokens is correct, it is definitely an antique clock pendulum-weight. The pendulum's rectangular-bodied shaft fit through the corresponding "slot" on the weight's back. To help you visualize that, here's a photo of several more-exotic clock pendulum-weights. The small round one is the closest match to yours.
