What are the letters the O is obvious, is the first an r or a p and the last one ?

With limited (no) expertise in the field, just what I learned at school growing up, and observing since, I would say no. These are latin letters and don´t look anything like runes;

Bk Im not sure but i just watched a show about the runestones and its quite possible it might be a piece of one.

Those are definitely Latin-based language letters. NOT runes.
