I found a 1971 Washington Quarter "S" mint in circulation.
Were any of that year from SanFran made for circulation?

No. An "S" mint coin from that year must have came from a set. Nice find!

it is made at the San Francisco mint though.

Most san fran coins were not meant for circulation, except for older coins before they made proof sets
