A dedicated saltwater machine like the CZ21/Excalibur are locked in salt mode. They will work in fresh water but they would work better if one could toggle the salt mode off. So yes they will work but they could both be better. There are machines made for both like the CTX. It might be good to ask yourself where most of your hunting will take place if you cannot afford something like the CTX. If I were a mostly fresh water hunter with an occasional beach trip I would not get a machine locked in salt mode. On the other hand if you are mostly a beach hunter with the occasional fresh water trip a machine locked in salt mode is just fine.

will a salt water detector work well in fresh water? if iam doing wet sand and calf deep salt water, and lake water to wast and occ.deeper what kind of detector would i look to buy

If you can find a used CZ-21 that detector will work very well in both fresh and salt water.
Me and a hunting buddy spent one morning in Knee deep saltwater doing a shootout between an Excalibur and a CZ-21.
Neither could find a weak target that the other could not also find.
In our opinions both detectors were equal in depth and sensitivity.
 

Hard core Excalibur..old gold, kids rings, smaller harder to find then all of the whoppers above..LOL

This was just a sample - have sold some that are missing
