looks like the tip from a walking stick, the bottom of one.

Where was it found?

Not a specific military site but in an area where this type of item wouldn't be unexpected. Would a scabbard tip have a set hole?

Here's one I found at a Union camp last weekend. Not sure that is what you have. But I could be wrong.

The set hole makes me think a tip to a cane, flag staff, etc..

Yeah, that's what I was thinking as well so was most curious if actualized scabbard tips had a set hole...

A few sword and bayonet scabbard tips have holes like that, but not very many. I think it's a walking stick tip.

I don't disagree with you completely but I think the tip of the item would be too narrow in relation to the top of the item for it to be off a walking stick. It's a pretty extreme difference between diameters over such a short space...
