I've seen one of these posted here before but couldn't find it. I believe someone guessed a shotgun shell part but it seems to thick to me. I can't remember if it was ever properly identified.

I want to say oil lamp wick adjusting wheel but those are usually thinner than that.

Hem weight?

Seems kind of heavy for a hem weight but what do I know? :dontknow:

A tire valve stem cap is interesting but I don't know enough about them...

if its cast iron, I would say it is a wheel off of an old tootsie toy or other cast iron toy.
