Comments on US Forest Service review of it's internal NEPA directives by Feb 2nd
streamline the processes, 7 to 9 years is too long, stop using wording like might or may,
less than significant activity's shouldn't need a full review, exclusions for small mining, ect...

The Agency proposes to reform its NEPA regulations (36 CFR 220) through this proposed rule, and will concurrently propose reforms to its internal NEPA directives FSM 1950 and FSH 1909.15. The proposed rule revises the NEPA process, including aspects of the analysis framework, scoping and public engagement, and determining significance. In addition, the proposed rule develops additional categorical exclusions. The Agency has identified reforms needed to achieve greater efficiency in its NEPA implementation including eliminating outdated requirements, clarifying existing concepts and requirements, and incorporating new concepts.
