Reminds me of a wind chime my mother had. It was some type of shell but hers had birds carved in the centers. I thing my dad brought it back from Thailand when he was stationed over there.

Pretty cool what ever it is...
 

i do not think that is NA.... could it also be ceramic?
 

It does not look like shell to me. Rather like a ceramic cast. Still a nice artifact. Just not Native American.
 

I posted this piece years ago on here! My mom found this in her garden! It’s shell but I’m not sure what is is!
