Are those solder or braising marks on the back of it? If so, I feel fairly certain it's a saddle ornament of some sort. I have never seen one with a number in it before. There are other more generic shield shaped ones that are much more common. I'd write to a few of the CW collectors and ask them if they'd be willing to take a look at some good quality photos.

I've never seen one like that either but agree with buckleboy in that it's probably horse related.

Until you know what it is, it's probably not worth getting it repaired. But if you like the piece, go for it. Some collectors and diggers rather have a dug relic in dug condition--and they would argue against having it repaired either way. For me, it depends on the piece.
