Shipping weight/ballast don't know????

This item is very heavy, perhaps 30 pounds and is about 7 inches across. It is flat on the bottom. It was found by a Police diver in the Niagara River, which borders Canada, in an area which has turned up artifacts from the War of 1812. It is possible that AM EX stands for American Express, which started as a shipping company in the early to mid 1800's, and that this was some sort of weight used in the shipping industry on the River.

Any info on this item would be greatly appreciated.

My guess would be a counter weight. Isn't AM EX an abreviation of american exchange?

I found an American Instrument exchange online that deals with labratory weights and scales etc... Maybe thats it.
