It''s called a "knee" in ship construction.

yep its a "knee" --- a bracing part on the inside of a old wooden hulled ship === it is labeled either 19 (lower one-- smaller ) or 20 (upper one - bigger ) on the above picture..by its size and angles I think its 20.--so answer is * off a old wooden shipwreck nearby offshore most likely
