Probably a makers mark and year made. It looks about right.

looks more 1960's -70's to me - the 47 could be a year of significance to the wearer (wedding or birthyear) that style
of tiny chipped turquoise in a clear resin (epoxy), was extremely popular in the American southwest - especially New Mexico,
Arizona , It could also be of Mexican manufacture .
