Small gilt button

I found these some 20 years ago. The one with the 9 circles is about 1/2 inch in diameter. The photo doesn't show it very well, but it was originally gilt. The back is marked Scovills Phila, if I'm reading it correctly. The other one, with 3 crowns, has no legible back markings at all. Any ideas?
