I think it is this reference - unfortunately no photo:

(ca1583) GERMAN STATES NEUSS 8 Heller, Fettmännchen = 4 Pfennig MB# 52 price | GERMAN STATES Coins Price Guide

GERMAN STATES NEUSS 8 Heller, Fettmännchen = 4 Pfennig MB# 52 (ca1583)

Specifications
Composition: Silver
Design
Obverse: 4-fold arms, value '8' in lower right quarter of arms
Obverse Legend: MO. NO. CIVITA. NOVES.
Reverse: Crowned imperial eagle, or on breast, titles of Rudolf II
Notes
Note: Ref. N#78-79.

I found this Russian forum where someone is trying to identify a coin that looks like yours and from what I can decipher via translate I think they are calling it the Neuss coin I referenced above-
